#NigeriaDecides: INEC May Reschedule Run-off Elections In Imo, Abia, Taraba To April 18

jega- results
Following the inconclusive poll declaration as a result of the violence that marred the gubernatorial election in some parts of these three states, Imo, Abia and Taraba, the Independent National Electoral Commission, INEC, may have scheduled the run-off elections to next Saturday.
The April 18 proposed date was yet to be officially confirmed, however, sources in the commission disclosed yesterday that senior officials, who should take the decision, were yet to meet on the development.

INEC had declared the Imo State gubernatorial election inconclusive following the cancellation of results from 216 polling units that cut across 23 local governments with about 144 accredited voters.
In Abia State, the polls were declared inconclusive because the state electoral officer was said to have earlier cancelled the results from Obioma Ngwa, Isiala Ngwa and Osisioma Ngwa local government area, only to later authenticate the results, a development that led to protests by members of All Progressives Grand Alliance, APGA.

Taraba State governorship election was also adjourned as a result of violent escalation.

Nigeria president-elect's party dominates regional vote

Muhammadu Buhari's All Progressives Congress has won governorship elections in at least 19 states out of 36.
Voting had to be extended in some areas due to ballot box snatching and violence [Reuters]
The party of Nigeria's president-elect Muhammadu Buhari has won governorship elections in a majority of the country's 36 states after a historic presidential win, official results have showed.
The results on Monday showed that the All Progressives Congress took control of at least 19 governor's seats following Saturday's closely-fought regional polls but could add to that tally with results from several states still pending.
President Goodluck Jonathan's People's Democratic Party (PDP) had controlled the federal and most state governments since the end of military rule in 1999, but suffered major losses during Nigeria's 2015 election cycle.

Among the victories for PDP was the oil-rich Rivers State, a key state in the Delta region from which Jonathan hails.
Jonathan lost the presidency to APC candidate Muhammadu Buhari in elections last month that were considered the freest and fairest yet in the country.
The parties faced off again on Saturday in elections for Nigeria's powerful state governors, who control budgets larger than those of some small nations.
Voting had to be extended into Sunday in some areas in several states including Rivers due to ballot box snatching and violence. In some, polls have been delayed even longer.
The electoral commission reported 66 instances of violence at polling stations, with the highest number in Rivers and other southern states.

Sudan votes in polls expected to extend Bashir's rule

Omar al-Bashir, who has ruled the country for 25 years, is expected to win by a landslide [Reuters]
Khartoum, Sudan - Polling stations have opened in Sudan, where elections are expected to see the incumbent President Omar al-Bashir hold on to power for another five-year term.
Voting in the general and presidential elections began at 8am on Monday and will continue for three days.
More than 13 million people have registered to vote at some 11,000 polling stations across the country.
But as voting was set to begin, several polling stations in the capital had no voters at all lined up to cast their ballots.
At the St Francis School in central Khartoum, the first person to vote, 61-year-old Saad Eldin Osman, told Al Jazeera it was his duty to vote "for the nations future" and that he would cast his vote for Bashir.

The country's main opposition groups are boycotting the elections, in which 14 little-known candidates are challenging the incumbent.
"I only see Bashir on TV and elsewhere. It doesn't feel like Bashir has any other contesting against him," Ali Adel Kheder, 19, told Al Jazeera, adding that he would not vote.
"The state TV and private channels are all pro-Bashir. I don't know who the candidates are and what their election programmes are."
Voters will also be electing members of the national assembly, and the legislative councils of the states.

Quota systems are in place to ensure that women occupy at least 25 percent of seats in the national assembly and that all the country's regions are fairly represented.

Opposition boycott
The opposition says no credible elections can be held until peace is restored in all of the country's regions and the oppositions demands, including the release of all political prisoners and increased press freedom, are met.
Student Abdallah Abdelrahman, 22, told Al Jazeera that he would not be voting because the result was already obvious.

"The best thing is to boycott. We don't trust the observers, because they are going to be threatened by the government. They will not do anything," he said.
"The government knows how to fake the election. Change will only come via a revolution, an organised revolution with a leader. There is currently no leader in Sudan."

But Ali Salah, 19, said he was going to vote for Bashir since he was the "only one who knows how to rule Sudan".

"The current president understands this country. If any change is needed, he is the only one that can do it, no one else," he said.
Several protests were held by the opposition over the weekend, and students have vowed to stage rallies during the election.

Security is a major concern in the country which has seen escalating violence in Darfur, Blue Nile and South Kordofan states. Armed groups have threatened to disrupt the election process.
The government has deployed 75,000 police personnel across the country to secure voting.
The head of the election commission, Mukhtar al-Assam, said the elections would take place across the 18 Sudanese states, except for six areas in South Kordofan and one in central Darfur where fighting has been raging between rebels and government forces.

The elections will be monitored by the African Union, the Intergovernmental Authority on Development (IGAD), the Organisation of the Islamic Conference (OIC), and the Arab League.
Counting of ballots is expected to begin shortly after the last polls close on April 15. The results are scheduled to be announced on April 27.

International observers call for cancellation of Rivers’ Governorship & Assembly results

International election observers today called for the cancellation of the Governorship and House of Assembly elections in Rivers, according to a report by the News Agency of Nigeria.

The leader of African Centre for Leadership Strategies and Development, Humphrey Bekaren, who spoke on behalf of the observers, made the call in Port Harcourt. He said the observers were shocked that INEC disregarded the widely reported violent irregularities to begin the process of declaring results in the state.

"We request all lovers of democracy to join us in calling for the outright cancellation of the phony election. Unless this is done, we would have sown the seed that could eventually grow into providing a shade of fear and death over us,’’ he said.
According to Bekaren, what happened in Rivers was a far cry from what election should be.
"What we saw did not meet international standard of electioneering, not even the ones set by the Independent National Electoral Commission INEC,’’ he said.
He said there were reported incidents like deliberate delays and diversion of electoral materials, attacks on electoral officers, widespread arson  and voter intimidation.

The Resident Electoral Commissioner for Rivers, Mrs Gesila Khan, said INEC cancelled election in centres with reported electoral malpractices.

She said re-run elections took place in six local government areas in the state where electoral malpractices were reported.

Three of the remaining states (Enugu, Abia and Ebonyi) in the region are controlled by the PDP while one (Anambra) has remained firmly in the grip of the All Progressives Grand Alliance for more than nine years.

INEC releases statement on State Elections

Press statement from INEC. Read below...
The Independent National Electoral Commission conducted Governorship and State Houses of Assembly elections across the country on Saturday, April 11, 2015. Governorship elections were held in 29 States of the Federation, while State Assembly elections were held in 36 states. No election took place in the Federal Capital Territory (FCT). A general assessment shows that the elections went very well across the country.
According to preliminary reports, 88.9 % of polling units opened for accreditation between 8 a.m. and 10 a.m. across the country. Only 5.2 % were yet to open as of 1 pm. Also, 73 % of the polling units had commenced voting by 2.30 p.m.

The process of accreditation with Smart Card Readers was also successful in a majority of the polling units. Initial challenges were recorded in Edo and Abia states, but the technical teams deployed to support the states were able to resolve the issues in a timely manner.

Overall, many parts of the country remained relatively peaceful during the elections. Some states, however, recorded a significant number of violent incidents, the most affected being Rivers, Akwa Ibom, Cross River, Ebonyi and Ondo States. INEC’s records show that there were 66 reports of violent incidents targeted at polling units, the Commission’s officials, voters and election materials. These were in Rivers State (16 incidents), Ondo (8), Cross River and Ebonyi (6 each), Akwa Ibom (5) Bayelsa (4), Lagos and Kaduna (3 each), Jigawa, Enugu, Ekiti and Osun (2 each), Katsina, Plateau, Kogi, Abia, Imo, Kano and Ogun (1 each).  The Commission is investigating these incidents and will do everything within in its powers to bring culprits to justice.

INEC commends Nigerians for once again demonstrating their resolve and commitment to participate in the electoral process and by doing so, contributing to deepening democracy in our country.

The Commission calls on every citizen to maintain the peace as the results of the Governorship and State Assembly elections are being processed, and to accept the official outcomes. It would like to emphasize that winners can only emerge after collation of the official results and on the basis of the requirements prescribed by the legal framework. Any aggrieved persons or groups are encouraged to seek redress at the Tribunals.

INEC would also like to remind all stakeholders that the process is not yet completed and urges restraint in their comments, as we strive to bring this process to an orderly, peaceful and credible conclusion.
